According to Article 10 of the directive, Member States are responsible for supporting critical entities in strengthening their resilience. This support includes developing guidance materials, methodologies, and organizing training exercises to test and improve resilience.

Furthermore, the European Commission, in consultation with the Critical Entities Resilience Group, is tasked with developing best practices, guidance materials, methodologies, and cross-border training exercises to support and test the resilience of critical entities.

Therefore, training is not only permitted but actively encouraged under the CER Directive to ensure that critical entities can effectively prevent, respond to, and recover from disruptive incidents.
