Explain the structure and purpose of NORA, including the interaction model, architectural layers, and principles

Apply the five NORA architecture layers to questions and challenges within projects, organizations, or cross-government chains
Recognize relevant standards and position them within the NORA framework
Translate architectural principles into governance and implementation decisions
Reflect on their own role in strengthening collaboration and coherence within the digital government
